Searching for substance in the summit’s declaration is akin to looking for a polar bear in a snowstorm.

Summits of the Americas traditionally have been vacuous, mind-numbing conventions of inter-American heads of state and their acolytes in which pompous, sermon-style pontifications and amorphous and anodyne declarations—substance-free and coma-inducing—are delivered to the press and whoever else has a lot of time on their hands.
